Upon first impression, Clotted Cream Cookie is a clever, sharp and ambitious young Cookie, a perfect representative of the Crème Republic and the pride of House Custard. Indeed, he moves with a grace that dignifies his young appearance and speaks with words carefully crafted to obtain his exact desired outcome, but behind the pleasant smiles and genteel nature lies a lot more than he lets on.
At his young age, Clotted Cream has made a great deal of impressive accomplishments. He is the youngest Cookie to ever be elected Consul, and his first achievement in office has been credited as mending the fracture in the Republic's society by uniting the Convocation of Elders' two factions: Cookies with sweet dough, and Cookies with salty dough. He is highly respected by the Elders, and works non-stop in pursuit of the Republic's best interests, regardless of the lengths he may need to go to in order to accomplish what he's set his sights upon. With the threat of Dark Enchantress Cookie bearing down on the world and the Republic being in danger as a result, he did not hesitate to ask the Ancient Heroes to share their Soul Jam - gemstone-like objects imbued with powerful energy - in order to create a means for other Cookies to defend themselves. His plea was not received well at first, as Soul Jam is extremely powerful and not to be handled lightly, but after a couple of days of heated debate and thorough discussion, the three Ancient Heroes agreed to lend their Soul Jam for the good of Cookiekind.
As Consul, he represents everything that the Republic stands for, and he makes sure that it shows. His poise must be impeccable, every article of clothing must be pristine and in order, his words must be precise and leave no room for being misconstrued. Even when others lose their cool, he keeps his own and responds respectfully and tactfully, careful to keep his own emotions and intentions hidden for the benefit of achieving his goal. According to his in-game loading screen, "It took Clotted Cream Cookie many hours of practice before he was able to speak in front of an audience with a perfect smile." But, no matter how hard he may try, no one is ever entirely perfect; during the Council of Heroes, when trying to hammer home the importance of the Ancient Heroes sharing their Soul Jam, he let his passion get the better of him and crossed a line, announcing that Dark Enchantress Cookie was really White Lily Cookie despite it not being his place to do so. Along with this, he claimed that the Ancient Heroes' unwillingness to give up their Soul Jam for the greater good was not unlike Dark Enchantress Cookie's greed for the Soul Jam, and then called on Pure Vanilla to back up his claim that White Lily and Dark Enchantress were one in the same, unintentionally sowing seeds of discord among the group of close friends. Later on, when Pure Vanilla pointed out that his claims of selfishness had belittled the good that the Heroes had done for the world, he apologized, seeming genuinely sorry for his unkind words in his own way.
Though Clotted Cream may be a politically-inclined Cookie and is focused on the Republic's needs, that doesn't mean that he doesn't show a kindness and curiosity towards those that are not from the Republic. When visiting the Vanilla Kingdom, he expressed a keen interest in seeing and learning about the Kingdom, even going so far as to ask GingerBrave to give him a guided tour. He was nothing but kind and complimentary toward a villager about the Raisin Jelly he was given to try, even if he politely turned down a second one, and had only high praises to sing for the Kingdom's magic school and Wafflebots, despite the latter being a far older and less sophisticated version of the Republic's own magichanical technology. After finding out what simple and meager foods Dark Cacao Cookie's soldiers typically received as rations, he went out of his way to gift them some scones, though Crunchy Chip Cookie turned them down for being too sweet. He also heavily flattered the Hollyberry Kingdom and agreed to a future berry juice drinking competition with Hollyberry Cookie, and simultaneously aided Pure Vanilla Cookie in his gardening while reassuring him that the descendants of the Vanilla Kingdom that live in the Republic are faring well. His tour of the Vanilla Kingdom could be seen from the outside as a blatant attempt to improve these strangers' opinion of him - and in a way, that was likely also part of the intention - but deep down, he truly does care about his fellow Cookies, even those that do not live in the Republic.
It is likely, however, that his vivid curiosity and happiness was because he was away from the Crème Republic. While he does still represent the Republic on foreign soil, being away from the ever-watchful eyes there enabled him to let his guard down just a little. Clotted Cream's mother, Light Cream Cookie, agreed to allow Elder Custard Cookie of House Custard to adopt her son in order to offer him a more successful life in a more notable House. And succeed, he did! Under the tutelage of House Custard, he clearly grew up to be a sharp and intelligent young Cookie with a talent for politics, as House Custard is known for. Unfortunately, Clotted Cream's adoptive father is... particularly harsh, as he notes in one of his roaming voice clips: "The Custard family does indeed adhere to some... strict customs." To put it bluntly, Custard Cookie is downright verbally and emotionally abusive to him, only viewing Clotted Cream as a trophy and valuing the achievements he's brought to House Custard more than he values Clotted Cream himself. When Clotted Cream returned to the Republic and met with his father, Custard asked him to describe the theft of the Soul Jam in detail. Clotted Cream did as asked, and even explained that they were able to quickly recover the Soul Jam. This should be an achievement that anyone would be thankful to hear; instead, Custard's response was to berate him for not thinking that something like that might happen, remarking on how much shame and dishonor would be brought upon House Custard if he hadn't been able to recover the Soul Jam and accusing him of deliberately trying to disgrace him and the House, saying that his negligence and complacency are flaws in his very dough, inherited from his parents.
It's also noteworthy to mention that even though Clotted Cream still appears as collected and cheerful as ever when with his father in front of others - even if his father verbally berates him - when he is alone with his father, his sprite visually grows distant and unemotive and his voice goes flat. He doesn't argue with his father, simply because over the years, his father has made him feel like he has to show appreciation for his upbringing by obeying and by making House Custard look good, or else. Custard Cookie won't even let him see his mother, turning down her frequent attempts at visiting Clotted Cream and saying that her motherly love would be nothing but a distraction. As a result, though Clotted Cream loves his mother, he feels as though he has to appear indifferent to the letters she sends - though, in a holiday season side story, Custard Cookie III's words remind him of her, and he goes to visit her without his father's knowledge.
These are all clear signs of a boy that was groomed from a young age to become a piece on the political chess board, and who hasn't been allowed to make many, if any at all, of his own decisions. Being outside of his father's influence will enable him to learn to make decisions without having to factor in his father's approval, and it will take a lot of work to get to that point, but he is nothing if not resilient.
